Chrome Stable (51.0.2704.79) SameSite cookie setting causes logins to not persist between tabs

Reported by obrien.p...@gmail.com, Jun 2 2016

Issue description

Chrome Version : 51.0.2704.79 (64-bit)
URLs (if applicable) : https://www.goldstar.com
Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK (9.1.1 (11601.6.17))
    Firefox: OK (44.0.2)

What steps will reproduce the problem?
(1) Set Same-Site on cookies to be Strict
(2) Login to website
(3) open a new tab OR close tab and open a new tab, go to website in new tab

What is the expected result?
You will still be logged in

What happens instead?
You are logged out and need to relogin

Please provide any additional information below. Attach a screenshot if
possible.

We discovered this yesterday after the latest chrome stable update. We have since rolled back the change so we can't test on our production website anymore, but internal websites with SameSite set to Strict. The reproduction steps should be fairly easy with a small local application that requires a login.

I think it would help Chrome people a lot if you can provide a screen recording while reproducing the issue.
