Need ability to disable gesture typing from on screen keyboard with kiosk apps

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 7978.69.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36
Platform: 7978.69.0 (Official Build) stable-channel veyron_minnie

Steps to reproduce the problem:
1. On a convertible Chromebooks such as a ASUS flip either launch a kiosk app when in table mode, or start in laptop mode and switch to table mode.

2. Select a text field, and the onscreen keyboard will appear.

3. Hold down finger on keys and swipe around the keyboard, words will appear and can be selected.

What is the expected behavior?
Should have the ability to disable gesture typing for the app

What went wrong?
Gesture typing is enabled

This should feature should also exist for normal apps, not just kiosk apps.

Duping this, but since the other bug is restricted, we're adding a new API in M58/59 for this.  It's available already on dev channel for you to test out:

chrome.virtualKeyboard.restrictFeatures({
  autoCompleteEnabled: false.
  autoCorrectEnabled: false,
  spellCheckEnabled: false,
  voiceInputEnabled: false,
  handwritingEnabled: false
});
Which build of M58 has this change?  I have a Chromebook on Chrome 58.0.3029.31 dev (Platform 9334.18.0 (Official Build) dev-channel-cyan Firmware Google_Cyan.7287.57.100) and I'm not seeing chrome.virtualKeyboard or chrome.virtualKeyboard.restrictFeatures.  I also checked Chrome Canary Version 59.0.3054.0 (Official Build) canary (64-bit) on macOS and didn't see the API available in the app window.  Do the experimental APIs need to be enabled for this to work?  Are there any restrictions on where this API can be called from? (background page, app page, etc)

 Issue 616777  has been merged into this issue.
That build should have it. It will only work for kiosk apps. Also, for now you should set all of the features to "false"
