Steps to reproduce the problem:
1. Launch ARC Welder app
2. "Add" an APK

What is the expected behavior?
The app in the APK is loaded and executed.

What went wrong?
The ARC Welder app seems frozen, showing a loading spinner animation.

The inspector console (launched via chrome://inspect/#apps), logs several errors, the first of which is:

promise_wrap.js:223 GET chrome-extension://emfinbmielocnlhgmfkkmkngdoccbadn/_modules/mfaihdlpglflfgpfjcifdjdjcckigekc/manifest.json net::ERR_FAILED

Did this work before? N/A 

Chrome version: 50.0.2661.102  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I tried with multiple APKs; same result each time.
