Regression : Error message is displayed in tab page instead of post install message in plugins app.

Issue description

Version: 52.0.2743.24 334afe94883b731af3eacab708ac03ba796d5c5b-refs/branch-heads/2743@{#181} (32/64-bit)
OS:  Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome, navigate to above URL and add app
2) Now two new tabs get open after adding app
3) Observe the message in tab page which is displayed

Actual : Error message is displayed in tab page instead of post install message.
Expected : Post install message(Plugin button successfully install) should be displayed in tab page

This is a regression issue broken in 'M-51' and below is the manual regression and Change Log info:
Good build : 51.0.2699.0
Bad build : 51.0.2700.0

M52 Stable is approaching soon. Please have a fix / revert ASAP.

I confirmed this works as expected with 51.0.2704.63 and trunk.
IMO, this isn't Chrome side issue, but just the server was in a strange condition that returns 403 for some reasons.
