.mousedown cursor change fails when inspector is open

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36 Steps to reproduce the problem: 1. Go to http://jsfiddle.net/studiotime/ajco8m8p/ 2. Drag on red box, cursor changes to hand 3. Open inspector on that page 4. Drag on red box, cursor doesn't change until you stop the mouse movement What is the expected behavior? The cursor should change on mousedown regardless of whether the inspector is open or not. What went wrong? The cursor does not change until mouse stops moving when inspector is open Did this work before? N/A Chrome version: 50.0.2661.102 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0

I can't reproduce it in ToT and in M51. It behaves the same way for me when DevTools is opened and closed. Could you provide more details?
