Record network error when URL request fails for tracking |

Issue descriptionCode at: https://code.google.com/p/chromium/codesearch#chromium/src/components/safe_browsing_db/v4_update_protocol_manager.cc&l=330 We're currently seeing 6-7% cases of (status.status() == net::URLRequestStatus::FAILED) and it'd be good to know what's causing that.
