Re-enable smoothness.gpu_rasterization.tough_filters_cases.reference on Android One Perf for next stable reference build |

The most recent log: https://build.chromium.org/p/chromium.perf/builders/Android%20One%20Perf%20%282%29/builds/3157/steps/smoothness.gpu_rasterization.tough_filters_cases.reference/logs/stdio The browser is crashed. The logcat didn't give me enough information. senorblanco, can you take a look? Should we disable the reference build? Maybe related: there are two other bugs about browser being killed due to device low memory: issue 616520 and issue 616530 .

Downgrade to Pri-2. Please remember to re-enable the test when the reference build is updated to the next stable version.
