Diff against an in-flight patchset from the original CL attached as a proof of concept. Video coming in next comment.

I think ultimately we want this to be reusable for all of our dialogs that contain list views since this issue has popped up a couple of times recently.

For more context.. The potential solution in #1 is to make more pieces of the dialog scrollable. The title and buttons stay fixed but the message above the listview scrolls instead of only the listview scrolling.
