Setup new client.webrtc.perf master

Tracking bug for setting up a new master "client.webrtc.perf" at VLAN#3, for  issue 586238 .

The master will contain bots that run our perf tests so we can untangle them from the regular waterfall, which will then only run correctness tests.

Add client.webrtc.perf master

The builders currently added are just samples. They'll be replaced
with actual ones when we've figured out which machines shall be used.

This is now done. All we need to do now is add actual bots to it, but that might take a while.
