Remove extensions UI is not accessible with NVDA

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2753.0 Safari/537.36

Steps to reproduce the problem:
Using the NVDA screen reader:
1. Open chrome://extensions and use the keyboard to focus the button to remove an installed extension.
2. Press SpaceBar on the button.
3. Observe that the resulting controls are not accessible and can not be read by NVDA.

What is the expected behavior?
The UI should be accessible to screen readers.

What went wrong?
It is not possible to access the information with the NVDA screen reader.

Did this work before? Yes Several months ago I remember being able to use it with the screen reader.

Chrome version: 53.0.2753.0  Channel: canary
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0
