WebKit Win7 fails due to scrollbars-on-positioned-content.html

The following tests seems to be failing:
virtual/rootlayerscrolls/scrollbars/scrollbars-on-positioned-content.html
virtual/prefer_compositing_to_lcd_text/scrollbars/scrollbars-on-positioned-content.html
scrollbars/scrollbars-on-positioned-content.html

@szager, can you PTAL, I'll disable the test in the meanwhile.

https://codereview.chromium.org/2028573004 is what actually triggered the failure though.
