cssRule lists all properties when all keyword is not alone

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.19 Safari/537.36

What is the expected behavior?
last rule should output ".foo { all: inherit;background-color: red;}"

What went wrong?
all properties are listed

Able to reproduce the issue on mac 10.11, win8.1 and linux chrome version 52.0.2743.24 and canary - all properties are listed in the console as shown in the screenshot.

In older builds like M30 and M43 an error is displayed as shown in the screenshot

Confirming the issue for more inputs on this.

I think this is working as intended. Firefox behaves the same here, and I think following the serialization routine in CSSOM should result in this behaviour.
