Category listings pages put out of date useless extensions at the top of the page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. visit an extension category page on chrome webstore
2. notice that there are lots of useless out of date extensions at the top of the page
3. bang your head on the desk

What is the expected behavior?
The best extensions should be listed closer to the top of the page.

What went wrong?
my extension is a lot better than some of the junk that is listed at the top of the page, and it seems odd that extensions that don't work at all and haven't been updated in years are listed above my own extension which works fine and gets regularly updated.

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

an example extension which hasnt been updated in 3 years, and no longer functions the way it says it does is

it only has 2,801 users, the only reason i can see that it is listed near the top of the "social & communication" category is that it received one "5 star" rating in 2011

and that was the only star rating that it has received according to the extension page. in the world of facebook browser extensions, if you dont keep the extension updated regularly, it simply fails to work.

the fact that this extension has not received any star ratings since 2011, tells you that this extension is obsolete and should not be showing up at the top of the category listing.

i think you need to re-evaluate how the extensions at the top of the page get chosen
