'Learn more' drop down is not seen on download bar for the 'malicious' error.

What steps will reproduce the problem?
(1) Launch chrome, navigate to above url
(2) Observe on the download bar 

'Learn more' drop down is not seen beside the Dismiss button.

This is a non-regression issue,seen from 'M-47' series.

Note: 1.Issue is not seen when Material design in the browser's top chrome' flag is disabled on windows.
      2.Issue is not seen when Material design in the browser's top chrome' flag is enabled on Mac
