Regression: Unnecessary links gets open to guest window even if the guest window is exited.

Issue description

Chrome Version:53.0.2754.0 (Official Build)ab317e073bd7b2cb74c405f23008d0a6d4db6270-refs/heads/master@{#397000} 32/64-bit.
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

Pre condition: Enable ‘Material Design User Manager’ flag.

What steps will reproduce the problem?
1. Launch chrome and click on avatar icon
2. Select ’Manage People’ such that overlay get open and click on ‘Browse as guest’
3. Click on avatar icon of Guest window, select ’Exit Guest’ such that Switch person overlay appears and click on ‘Add person’
4. Click on ‘Learn more’ link and then click on ‘Help Centre’ or ‘www.chrome.com/manage'link,observe.

Actual: Unnecessary ‘Help Centre’ or ‘www.chrome.com/manage'links gets open in Guest window.
Expected: ‘Help Centre’ or ‘www.chrome.com/manage'links should get open in present person (Main person)

This is regression issue,broken in ‘M 52’ and below is narrow bisect:

The User Manager window is not associated with any main person. The expected behavior is for the url to open in a browser window for the last active profile. From the description, it sounds like the last active profile has been the guest profile.
