Regression: Unwanted flickering of scrollbar is seen upon resizing settings page. |

Issue descriptionVersion: 52.0.2743.19/8350.14.0 (Official Build) dev-channel nyan_blaze,daisy,quawks. OS: ChromeOS What steps will reproduce the problem? (1)Launch chrome>>Navigate to Chrome://settings page>>Drag settings page from bottom to top(Refer video) (2)Resize the page by clicking minimize and mazimize icons and Observe the scrollbar. Expected:No flickering of scrollbar should be seen. Actual:Instead unwanted flickering is seen. This is a regression issue as it is not seen in 50.0.2661.103/7978.74.0 (Official Build) stable-channel daisy.

Able to reproduce issue on latest version 53.0.2754.0/8405.0.0 (Official Build) dev-channel peach_pit. Attaching screen-cast for reference.

There is no apparent flickering in either the video or on the settings page. If you still see an issue please include a description of the problem and steps needed to reproduce.

I also cannot reproduce the problem, but if I were to make a guess, I would guess that what you're seeing is slow layout while the page size is animating. If that's true, then most likely this is a duplicate of crbug.com/621644 , which should now be fixed. Please try again after the above fix is dev channel, and report back.
