Regression : Blink of content is seen at the bottom of new app window after launching Nimbus screenshot app.

What steps will reproduce the problem?
1) Launch chrome, navigate to above URL and add app
2) Now launch app and new app window will appear
3) Observe the window immediately after launching app 

Actual : Blink of content is seen at the bottom of new app window after launching app
Expected : Blink of content is seen at the bottom of new app window after launching app

This is a regression issue broken in 'M-45' and below is the manual regression and Narrow bisect info:
Good build : 45.0.2426.0

This is definitely not related to my commit that introduces an experimental CSS snap points feature which is not enabled by default.

This looks like a layout painting artifact.

IMO most likely candidates are: 
1. robhogan@gmail.com: Formatting contexts should always expand to enclose floats [1]
2. fmalita@chromium.org: Optimized box border side painting order [2]

Assigning to robhogan as #1 seems more likely.

I can recreate this but it will be impossible to come up with a reduction.
