Panels on multiple Win10 desktops arrange as if on one desktop

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. Open two or more panels (such as Hangouts and a Hangouts conversation) on Windows 10. Leave them attached to the taskbar.
2. Move one to another desktop workspace.

What is the expected behavior?
Panels will slide to the rightmost location on each desktop.

What went wrong?
Panels space themselves as if they are all on the same desktop, leaving spaces to the right or in between panels.
