TalkBack is reading "CTN Numbers" twice on Reset voicemail password page and Gesture swipe down then up using single motion is not working properly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Turn On TalkBack (Setting->My Device->Accessibility->Vision->Talkback->ON
2. Perform swipe right gesture and navigate to "CTN Number" link
3. Perform swipe down then up using single motion.

What is the expected behavior?
CTN numbers should be read out single time.

Last element on the page should be focused and read out.

What went wrong?
 TalkBack is reading "CTN Numbers"  twice.

 Whole page is getting focused and Talkback is reading it as "Account selection"
