img srcset marked as active, instead of passive, mixed content

Images are supposed to be considered passive mixed content. 

Expected:
* <img src> marked as passive mixed content
* <img srcset> marked as passive mixed content

Actual:
* <img src> marked as passive mixed content
* <img srcset> marked as ACTIVE mixed content

I set up a demo here:
https://adrifelt.github.io/demos/srcset.html

You can observe that the fourth jellybean image (HTTP img srcset) is blocked as active mixed content.

Since no one has picked this up for a long time and it's working as intended (even though the intended behavior is somewhat surprising), I'm going to close this out. See  issue 390158  for more background.
