Select element flickers when it's attributes are changed

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36 Example URL: https://jsfiddle.net/fczbkk/jhdsua5k/ Steps to reproduce the problem: 1. Click on SELECT element. 2. Change some attribute of the SELECT element, that does not change it's appearance. 3. The SELECT element flickers. What is the expected behavior? The SELECT element should flicker. What went wrong? It seems that the SELECT element is redrawn even if it is not necessary. When some script changes it's attributes often (e.g. via setInterval), it can paralyze the computer, because the SELECT element grabs the focus after it is redrawn. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes It worked fine in Chrome v50 and lower. Does this work in other browsers? Yes Chrome version: 51.0.2704.63 Channel: stable OS Version: OS X 10.11.5 Flash Version: Shockwave Flash 21.0 r0 This issue is very similar to this one: https://bugs.chromium.org/p/chromium/issues/detail?id=614838

I am able to reproduce this with El Capitan 10.11.5, Chrome Version 51.0.2704.103 (64-bit)
