Issue descriptionVersion: 52.0.2743.10 OS: Windows This issue NOT repro on Mac. This bug is only observed on DASH VP9 + Clearkey but not on Widevine. It is not repro on DASH MP4 or SRC VP9 + clearkey It is a regression of prior Chrome build. e.g not repro on 50.0.2661.36 What steps will reproduce the problem? (1) navigate to http://ats.wv.sandbox.google.com/static/chrome_test_app/index.html (2) choose media file: media/L3_audio_L3_video_vp9.webm.mpd (3) choose key system: org.w3.clearkey (4) clck Start Test What is the expected output? video is loaded and played What do you see instead? nothing happen, DTB shows no error either

it seems sometime the widevine key or clearkey is not applied to media/L3_audio_L3_video_vp9.webm.mpd I am not clear why it is not applied.

yiningc: How do you get the conclusion the the keys are not applied? Did you check the logs in EME logger? If so, it seems a player issue to me. tdrews/assareh: Do you see any obvious reason why following the repro steps we could have the license not appplied to the player?

when this issue happens, there is no log error in DevToolBar, it behaves like waiting for EME keys, even though the key is provided OR the clearkey is used. So I guess it is because the key is not applied.

I still see this bug repro on 53.0.2785.8 especially on Windows.
