Issue descriptionpower: publish percent_cpuidle_C0_time to perf results for power_LoadTest This key's value often provides direct relationship to software regressions that lead to lower battery life. So lets publish it as a perf value. I plan to modify PLT to do the following: 1. publish this value as a perf result ( results-chart.json ) 2. create a test that runs 1hr on wifi with ACOK ( control.1hour_wifi_acok ) 3. run that new control file as a part of dynamic suite 'daily'

Can not necessarily guarantee wificell access in the lab and with ethernet connected the test is always failing w/ 'Ethernet interface is active. Please remove Ethernet cable.' Changing to ignore network as motivation for this test is to start regularly getting c-state utilization in the absence of battery discharge results.
