Feature icons are not themed when added to bookmark bar

First reported in 615181. 

When the user bookmarks a feature page (extension/settings/bookmark) the icons do not get themed to white when in incognito. I re-attached the screenshot for the original bug report here.

They also don't get inverted in the tab. It's not trivially easy because right now we use the same favicon code for chrome:// pages as any normal webpage (folders use a different codepath so it's easier to special case those).
