Inconsistency with enrollment account reporting in CDM

Issue description

Version of Google Chrome (Wrench-> About Google Chrome): 50

Background: Customer is using SAML, set up on their domain customer.com.  They sign into the SSO portal with a user ID number (e.g. 12345678) and a password.

Reproduction steps:
1) Enterprise enroll a device using an admin account (e.g. admin@customer.com)
2) After device is provisioned, use normally
3) Wipe device (by toggling developer mode on and off - forced reenrollment is OFF)
4) After device wipes, enterprise enroll the device with a different account (e.g. user1@customer.com) which goes through SSO

Problem behavior:
The device enrolls with the new account and syncs policy, but if you look in the admin console, it still shows the prior account (admin@customer.com) as the one that was used to register the device in the system.

This has been reproduced across multiple devices at the customer.  I have not reproduced it internally.
