Waiting for password store backend should not prevent Chrome from closing

Issue description

Apparently, the Gnome Keyring backend of password manager can cause delaying Chrome shutdown by 2 minutes.

We might have a similar issue on Windows as well:  bug 309417 .

+cfroussios  I think this is a dupe, but I can't find the other bug
We have reports about the gnome backends being slow in various situations, but I don't recall something about a 2min hang on shutdown. I was able to verify, however.
