Emoji/HW/VoiceInput icons should disappear from opt-in menu after disable VK.

REPRO STEPS:
1.Enabled <Show expanded input options in the shelf> in setting page.
2.Disable VK from chrome://flags.
3.Put input focus in any input box.
4.Open opt-in menu. 


ActualResult:
VK does not pops up if click any input tool, but the Emoji/HW/VoiceInput icons still appear in opt-in menu. 
In this case, VK will show if click Emoji/HW icon and click BackToKeyboard (or click VoiceInput icon then stop voice input).

Intended behavior. Opt-in menu is designed to provide easier switching of input methods and access to more input features: e/h/v. If VK is disabled, user could open VK to access e/h/v by opt-in menu for once.
