Regression : Grey focus stays on bookmarked item even after pressing Tab key.

Chrome version : 53.0.2753.0 (Official Build) bb0c85e1aaa882aa7c4c40b0e3da609573f07d8f-refs/heads/master@{#396745} 32/64 bit
OS :  Windows (7, 8, 8.1, 10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome go to chrome://settings and bookmark the page.
2. Open NTP, click on 'Settings' bookmark (chrome://settings page is seen) and press back navigation button.
3. Hit F6 key to shift the focus on 'Settings' bookmark then press Tab key and observe the Grey focus state. 

Actual : Grey focus stays on bookmarked item even after pressing Tab key.
Expected : Grey focus should not stay on bookmarked item after pressing Tab key.

This is a regression issue, broken in 'M-53', below is the Manual Bisect and will soon provide other info:
