app window rendering wrong if calling win.restore() after win.hide()

Reported by leehom2...@gmail.com, May 31 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
In the devtools of any testing Chrome app with at least one opening window, type in following lines:
1. var win = chrome.app.window.getAll()[0]; // get first window
2. win.hide(); // hide it
3. win.restore(); // restore the window
4. win.show(); // show the window

What is the expected behavior?
should see the window same before it's hidden

What went wrong?
The window renderered as totally transparent and you can see other windows under.

WebStore page:

Did this work before? N/A

Chrome version: 51.0.2704.63  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

No matter whether you call win.show() or not, the window never get rendered correctly unless you relaunch the app.

Only happens on Windows.
