input type=date showing in American mm/dd/yyyy fashion in Singapore

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.10 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. http://cam.hackerspace.sg/
2. Get confused by date in mm/dd/yyyy
3. 

What is the expected behavior?
Date to be in locale:
System Locale: LANG=en_SG.UTF-8

What went wrong?
Wrong formatting of date

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A 

Chrome version: 52.0.2743.10  Channel: dev
OS Version: Archlinux

Able to reproduce the issue on Ubuntu 14.04 and Win 7 using latest stable 51.0.2704.63 and canary 53.0.2753.0.
This is a non-regression issue from 30.0.1557.0.

Note : Its working fine on Mac 10.11.5 and the format is dd/mm/yyyyy.

What's your UI locale of Google Chrome?  You can check it by "Inspect" in the context menu, and Type "navigator.langue" in the Console tab.
