[ChromeOS]No event listener for "sign out", "OS shutdown", "OS Sleep" and "app uninstall".

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36
Platform: 7978.74.0 (Official build) stable-channel peppy

Steps to reproduce the problem:
I can't get the event.
So, my apps can't finalize normally(ex, TCP connection for the specific H/W.)

What is the expected behavior?
I want to catch  the event of "sign out", "OS shutdown" and "app uninstall" for application finalize process.

What went wrong?
No event listener for these event
 like chrome.idle.onStateChanged.addListener for lock.
