PDF is Blank

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. Try to load https://www.gnu.org/licenses/quick-guide-gplv3.pdf
2. Reload the tab X amount of times to make it display the PDF
3. Sometimes, you reload 20 times and it still doesn't display

What is the expected behavior?
To display the PDF

What went wrong?
It's just a blank page, sometimes black page and sometimes white page. 

Did this work before? Yes Long time ago. 

Chrome version: 51.0.2704.63  Channel: stable
OS Version: Ubuntu 16.04
Flash Version: Shockwave Flash 21.0 r0

I've found other bugs about this problem, but they have been closed.

Works fine here on Linux with the same Chrome version. Can you try on a different computer and see if it fails there too?

Closing the issue as we did not get any update since long, assuming its fixed at user's end.Please free to raise a new one if still have any issue using chrome further.
