Spanning to the side freezes window (on both Chrome and Atom Editor)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. Snap window fully to the left or to to the right using Win+leftarrow or Win+rightarrow

What is the expected behavior?
Chrome snaps and everything is functional

What went wrong?
When the window is snapped to the left or the right, it freezes. Everything is visible, but nothing can be clicked and nothing updates. This is immediately resolved when the window is resized or moved.

Did this work before? Yes At least 3 months ago

Chrome version: 51.0.2704.63  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I have the identical issue when using the Atom editor, which is based on Chromium. I also did a system restore on my computer and had the same exact issue, so it's not a program that's conflicting. All drivers are up to date as well.
 
I meant "snapping", not "spanning"...
