Allow a different PDF viewer to be used by default

Issue description

Example URL:

Steps to reproduce the problem:
1. Click on a PDF file in the browser.
2. If Google docs is installed, the PDF file will automatically open in that app, otherwise a prompt would be displayed to choose an app. 

What is the expected behavior?

What went wrong?
There should be a setting allowing other apps to be used as a default PDF viewer in Chrome, OR the default to Google Docs should be removed

Does it occur on multiple sites: Yes

Is it a problem with a plugin? Yes Google Docs

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 50.0.2661.89  Channel: stable
OS Version: 6.0
Flash Version: n/a

Issue arises from this file:

If Google docs is installed, it will be forced bypassing any other PDF app

Yes, eventually, but I think we should have a short-term solution for this (fixing this does not require blocking on a new web standard as it is entirely internal to Chrome on Android).

I seem to recall having this discussion with qinmin@ on a previous occasion but I can't find the discussion now. I think it's OK for us to default to opening in Google Docs, but we really should let the user change it.

This isn't relevant to the PDF plugin (which isn't used on Android, hence why we use Google Docs). Re-labelling as Navigation which is the closest label I can find.

If there is a default pdf viewer, Chrome will always use that.
Otherwise, chrome will use the Android built in pdf support(which is pdfviewer app)

You can always associate pdf to a particular viewer to make that app default.
