Shelf Context Menu cutoff on the right

Issue description

1) Launch chrome using mash.
2) Set the shelf alignment to the right
3) Right click on the shelf to bring the context menu up

I expect the menu to be in-bounds, instead it is trying to layout to the right and is clipping

I don't think this is a shelf problem. I think either the work area is not being computed correctly, or there's a problem with the context menu code.

There's also a problem that the status tray widget extends off the right side of the screen on startup. That might be a problem with the widget bounds, I think msw@ has a bug about it.

I'm tempted to leave this alone until the sysui/wm integration is further along, as I have a feeling it will fix itself when that happens.
I'm fine waiting to see if the full integration resolves this. It's not blocking.

The menu stays on the screen with ToT.

There's a problem where it appears underneath the shelf sometimes, but that's a different issue.
