Uploading to Google Drive Web Interface Drastically Slows Down OS X

Issue descriptionChrome Version : 51.0.2704.63 URLs (if applicable) : OS version : 10.11.5 Behavior in Safari 3.x/4.x (if applicable): Behavior in Firefox 3.x (if applicable): Behavior in Chrome for Windows: What steps will reproduce the problem? (1) Open Up Google Drive in Chrome (2) Upload a zipped file to your Google Drive via the web interface What is the expected result? Google Drive web interface should upload the file as usual. This upload should not effect the download speeds of other system services. This is not the case, however... What happens instead? The entire computers internet downloaded speeds screech to a halt...literally to kbps. Try this to demonstrate: In either a different Chrome tab or in Safari try to open a web page (any page). I find that using www.fast.com (or any real time speed test website) helps to demonstrate how once a file is uploaded, the entire computers internet downloading screeches to a halt, literally in kbps. At the point that the file is being uploaded, trying to use any other internet service such as safari or Apple Mail causes the download speeds to be reduced to kbps. The only way I could resume to having regular internet speeds was to cancel the download. Upon canceling the download, my www.fast.com speeds went from 125 kbps to 150 mbps in a matter of seconds. The entire computer was thus able to resume normal, known working downloading speeds.
