URL Autocompletes even when autofill and prediction service turned off

Reported by aries.f...@gmail.com, May 30 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Go to reddit.com/r/anysubredditever
2. Type reddit.com in the URL Bar
3. Frustratingly have to backspace some random subreddit over and over and over and over again

What is the expected behavior?
Being able to NOT autofill URL bar ever please?

What went wrong?
I constantly have to backspace the auto-filled subreddit every time I type in reddit.com, and its the same with many other URLs as well

Did this work before? No

Chrome version: 50.0.2661.102 Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

There has been an ongoing thread about it and other 'issues' submitted but apparently you don't think it's a big enough problem to ever fix.
