Regression : Font size of ghost text is seen increased as compared to size of text caret.

OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and click on Show advanced settings link.
2) From Language section, change the browser language to Hindi and restart the browser.
3) Now click on avatar icon and then click on 'Sign in to chrome' button(Sign in overlay will be opened) and click in the email text field,observe

Actual : Font size of ghost text 'ईमेल' is seen increased compared to the size of text caret in Email text field.
Expected : Font size of ghost text 'ईमेल' should be seen equal to as compared with the size of text caret in Email text field.

This is a regression issue broken in 'M-50' and below is the manual regression and Narrow bisect info:
Good build : 50.0.2658.0
Bad build : 50.0.2659.0

This is an intentional change. The site does not specify a font for the ghost text to we pick a fallback, it does specify a font for the caret however which we do respect.
