Unwanted bi-directional tool-tip apperas on the arrows after resizing window.

Chrome Version: 53.0.2751.0 (Official Build) 25dc7aadaf1e9e972b9e7ae1ca706d61b247c577-refs/heads/master@{#396593} (32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

Steps:
1. Launch Chrome and navigate to chrome://bookmarks.
2. Resize window from bottom to top and hover the mouse over the arrow icons on the left of 'Organize'
3. Observe.

Actual   : Unwanted bi-directional resize tool tip appears on the arrows.
Expected : Arrow pointer should be seen on hovering over the arrows.

This is a non-regression issue seen from 'M-40' (Build Number: 40.0.2181.0)

This feature is seen from build number(40.0.2181.0)

Note: Issue is not seen on Mac OS.
