Manage people text does not translate to Hindi language.

Issue description

Version: 53.0.2751.0 25dc7aadaf1e9e972b9e7ae1ca706d61b247c577-refs/heads/master@{#396593} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings and click on Show advanced settings link.
2) From Language section, change the browser language to Hindi and restart the browser.
3) Now click on avatar icon and observe the text 'Manage people'

Actual : Manage people text does not translate to Hindi language
Expected : Manage people text should translate to Hindi language

This is a non regression issue seen from 'M-53' series.(Build : 53.0.2751.0) 

Note : This is a newly added feature seen from Build : 53.0.2751.0

Note : Issue is not seen on Mac and Linux OS

Linguist mentioned that TC that the string is translated.
