Regression : Two scroll bars are seen after resizing the chrome://tracing window from bottom to top.

Issue description

Version: 53.0.2751.0 25dc7aadaf1e9e972b9e7ae1ca706d61b247c577-refs/heads/master@{#396593} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome and go to chrome://tracing
2) Now click on record button on top LHS and record some activity
3) Now resize the window from bottom to top and observe

Actual : Two scroll bars are seen after resizing the chrome://tracing window from bottom to top
Expected : Two scroll bars should not be seen after resizing the chrome://tracing window from bottom to top

This is a regression issue broken in 'M-53' and will soon update other info

This is a regression issue broken in 'M-53' and below is the manual regression and Narrow bisect info:

I didn't touch production code at all.

r396385 is suspicious.

Looks like it's caused by the mouse-mode-selector, which we're already planning on refactoring.
