Jittering scrolling doesn't work in sub menus or iframes

Steps to reproduce the problem:
1. Go to gmail.com
2. Try scrolling an email 
3. 

or 

Go to ebay.co.uk and try scrolling when your pointer is in the store section.

M51 should be stable on falco. 

twin77@ do you see this with the latest release.

I don't think I see the jittering you describe you say in the video. I definitely don't see it on another CrOS device.
