Flicks gestures are broken on a non-touch screen device

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. Use a Wacom Bamboo tablet
2. Flick up/down on any web page
3. Notice how the web page's text is selected and the content doesn't scroll up/down

What is the expected behavior?
Expected the webpage to scroll in up/down direction based on the flick direction

What went wrong?
The web page's text get selected.

Did this work before? N/A 

Chrome version: 51.0.2704.63  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

I believe this is similar to  Issue 152778  which was closed couple of years ago stating that you can fix this bug by reverting "to "flick mode" by disabling touch-events in chrome://flags.". This doesn't fix this issue.
