HarfBuzzShaper: Shape result extraction failed.

Version: 52.0.2743.6 dev (64-bit)
OS: OSX 10.11.5

What steps will reproduce the problem?
(1) Try to shape text with a Mongolian vowel separator on OSX10.11.5 with the default Times font:
<svg width="200" height="200"><text y="20">ye ye yeah! &#x180e;</text></svg>
(2) HarfBuzzShaper.cpp line 572 will DLOG: Shape result extraction failed.
(3) The returned shape results are empty.

This is platform-specific. OSX 10.9 will have similar issues with &#x75819;&#xfe0e;.

What is the expected output?
An elegantly shaped Mongolian vowel separator.

What do you see instead?
[ERROR:HarfBuzzShaper.cpp(375)] HarfBuzz returned empty glyph buffer after shaping.
[ERROR:HarfBuzzShaper.cpp(672)] Shape result extraction failed.

HarfBuzz has a long term plan to implement AAT, which might help here - Currently it's a CoreText issue.
