Chrome for Android doesn't play video from Youtube

Issue description

Device name: Samsung Galaxy S3 Duos

From "Settings > About Chrome"
Application version: 53.0.2750.0
OS: Android 5.1.1 (Cyanogenmod 12.1); GT-I9300I Build/LMY48W

URLs (if applicable): https://www.youtube.com/watch?v=63rYzpBlGgU

Behavior in Android Browser (if applicable):
Chrome for Android doesn't play video from Youtube and gives the message "Your browser does not currently recognize any of the video formats available. Click here to visit our frequently asked questions about HTML5 video."

Steps to reproduce:
(1) Open Chrome for Android.
(2) Open attached URL.
(3) See the message.

Expected result:
Playing the video.

Actual result:
The message "Your browser does not currently recognize any of the video formats available. Click here to visit our frequently asked questions about HTML5 video."

I wonder if that could be because of Cyanogenmod and Sptizer.

What happens if you toggle "Disables the unified media pipeline on Android" in chrome://flags?

igor12011991@gmail.com, can you confirm toggle "Disables the unified media pipeline on Android" in chrome://flags make any difference?
Strange error message to see, should always have Vp8, Vp9 software decoding even when MediaCodec is unavailable.
Status: WontFix (was: Unconfirmed)
no response from bug opener. this issue is not observed in Nexus6+Chrome 53.0.2785.21. close this bug.
