Provide reliable servo monitoring

Issue description
We need tools for monitoring servo status in the
lab. Some basic requirements:
* Historical data going back several days to a week.
* Data for a given servo should not be more than 4 hours
out of date.
* Data per servo comparable to what's available from
'servo-stat'.
* Tools to make it possible to make simple queries about
the data.
A cron job that runs 'servo-stat' across the entire fleet,
plus scripts to sort and query the text is sufficient
(for the moment).
