In TableSectionPainter, LayoutTableSection::dirtiedRows() and LayoutTableSection::dirtiedEffectiveColumns() are used to fast discard out-of-paint-rect rows and cells. Overflowing cells are exceptions because they may overflow into the paint rect even if they are not covered by dirtiedRows() and dirtiedEffectiveColumns().

Like the overflowing cells, we also need to consider overflowing rows.
