Disabling smooth scrolling not possible

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.63 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome with --disable-smooth-scrolling flag
2. Scroll 
3. See that smooth scrolling is still enabled

What is the expected behavior?
That the flag --disable-smooth-scrolling (or its counterpart in chrome://flags) actually works 

What went wrong?
The flag --disable-smooth-scrolling (and its counterpart in chrome://flags) doesn't work.

Did this work before? Yes I missed a few versions, but it worked in 49.

Chrome version: 51.0.2704.63  Channel: stable
OS Version: Arch Linux, fully updated 2016-05-28
Flash Version: Shockwave Flash 19.0 r0
 
I also met this problem! I am running it on Window 7.
I would like to disable "smooth scrolling" by adding command line option "--disable-smooth-scrolling", after running command "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-smooth-scrolling, I input "chrome:/flags" and I can see that "Smooth Scrolling" is still enabled. Please refer to attachment FailToDisableSmoothScrolling.png
