This is used in a handful of places.

Scott, can you clarify masktobounds? I don't see that in code search.
Perhaps the WindowTree::SetHitTestMask impl I added in  Issue 872891  is sufficient?
Or perhaps  Issue 613210  to support non-rect SkPath Widget hit test regions covers the remainder?

This was originally for SetHitTestMask, but I've since changed that around such that I don't think this matters anymore. Closing out.
