What steps will reproduce the problem?
(1)Recovery install or power wash a Chromebook with touch screen
(2)Navigate to sign screen.Type email
(3)Now touch the "next button" on the screen
What is the expected output?
We should navigate to next page
What do you see instead?
when we touch "Next button" nothing happens and if we touch the "next button" touchbox , the touch doesn't function.

This also happens on "sign in " screen when we add a new user.
This was working fine in "52.0.2734.0/8334.0.0" build and is broken on "52.0.2743.0/8350.8.0" build.
